Morse grew up in Philadelphia, Pennsylvania, in a family of public school teachers. Morse graduated from the University of Virginia with a bachelor’s degree in French in 2003 and the University of Pennsylvania’s Perelman School of Medicine with a medical degree in 2008. She went on to earn an MPH from the Harvard School of Public Health in 2012.

Morse spent six months each year as part of her residency training in the Partners in Health-supported Lascahobas hospital, where she discovered she had more formal training than all of her Haitian colleagues. As a result, she co-founded EqualHealth, a non-profit organization, in 2011.

The Campaign Against Racism (CAR), which Morse co-founded with Camara Jones, is one of the organizations with which she is working with EqualHealth. Morse then worked as the Deputy Chief Medical Officer (CMO) for Partners in Health (PiH) from 2012 to 2016, as well as the Director of Medical Education and Advisor to the Medical Director at Hôpital Universitaire de Mirebalais.

Morse worked to open and administer a 300-bed teaching hospital in Mirebalais, Haiti, in 2013, where he also launched the facility’s first three residency training programs. Morse took on the role of Assistant Program Director for the Internal Medicine residency program at Brigham and Women’s Hospital after returning to North America and finishing her Master’s in Public Health at the Harvard T.H. Chan School of Public Health.

Morse co-founded Social Medicine Consortium with Michael Westerhaus while serving as Deputy CMO in 2015. She worked with the Ways and Means Committee, Majority Staff, in the United States House of Representatives from September 2019 to January 2021 as one of six professionals selected as a Robert Wood Johnson Health Policy Fellow. In February 2021, Morse became the first Chief Medical Officer of the New York City Department of Health and Mental Hygiene, following Torian Easterly as the director of the Center for Health Equity and Community Wellness.
